| 1. | The removal of the chimneys has had a detrimental impact on the appearance of the dwelling, removing an element of symmetry with the adjoining semi and a feature which is common within the roof scape of Marine Crescent. This also has a resultant detrimental effect on the character and appearance of the Conservation Area by removing a defining feature which contributed positively to the character of the Conservation Area, this has lead to a less than substantial level of harm to the character and appearance of the Conservation Area and the proposal provides no public benefits to outweigh this harm. The proposal is therefore considered contrary to Core Strategy (2015) Policies CS9 and CS10, Local Plan Part 2 (2021) Policies E5 and H9, Paragraph 208 of the NPPF and the Great Yarmouth Design Code (January 2024). |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
