| 1. | A 1.8 m high fence in this location conflicts with the wider character of the area which is defined by open front gardens or softer boundary treatments and this conflict is exacerbated by the property's location on a corner plot and its visual prominence. As such, the fence harms the relationship between the dwelling and the street and has an adverse impact on the street scene and the wider character and appearance of the area. The development is therefore contrary to Core Strategy policy CS09 a) and c) and Local Plan Part 2 policy H9 a) which both seek to protect the relationship between buildings and streets maintaining or enhancing the character and appearance of the area, ensuring attractive street scenes and reinforcing local identity. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
