1.The development shall be carried out in accordance with the following revised plans received by the Local Planning Authority on the 16th May 2023: Proposed Floor Plans, Elevations and Site Plans: 22/288/01 Rev.D Flood Risk Assessment: REPORT REF: 2992/RE/07-22/01 (Evans Rivers and Coastal) The reason for the condition is:- For the avoidance of doubt.
2.There shall be no occupation of the flat hereby permitted until that dwelling has first been fitted with the water efficient appliances and services proposed to be necessary to achieve the water efficiency standard set out in the submitted 'water calculator water efficiency calculator' document submitted to the Local Planning Authority on the 22nd February 2023. The fittings and services shall thereafter be maintained and retained and replaced only where necessary to still ensure the dwelling achieves a sufficient standard able to achieve the efficiency rate of no more than 105 litres per person per day or at an improved efficiency rate as presented in the submitted document. The reason for the condition is :- To achieve the required water efficiency set out in Local Plan Part 2 policy E7.
3.There shall be no occupation of the flat hereby permitted until such time that no fewer than 1no. swift terrace box has been installed in its entirety on the north-western elevation. The bird box shall be retained as such thereafter. The reason for the condition is :- To provide nesting opportunities and biodiversity opportunities as per the aims of Core Strategy policy CS11.
4.REASON FOR APPROVAL OF THE APPLICATION :- The proposal provides a new dwelling within a sustainable location, complying with the aims of Core Strategy Policy CS02.
5.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. It is hereby acknowledged that the application has been accompanied by the appropriate and necessary financial contributions for GIRAMS Habitat Impacts Mitigation amounting to £210.84 (received £185.93 on the 5th December 2022 with the remaining £24.91 paid on the 16th May 2023) and for off-site public open space provision and enhancement amounting to £1212.54 (received on the 17th April 2023) sufficient to address policies H4, GSP5 and GSP8.
6.Asbestos Note: The developer is reminded that prior to any refurbishment commencing on site the building/s to be refurbished are required to be surveyed for the presence of asbestos containing materials in accordance with the Control of Asbestos Regulations 2012. Any asbestos containing materials which are identified shall be managed or removed in accordance with the above regulations and waste regulations. Failure to comply with these regulations could result in prosecution by the relevant authority. The uncontrolled refurbishment of buildings could result in the contamination of soils on site and in the vicinity of the demolition. This could cause the investigation of the site under Part 2A of the Environmental Protection Act 1990, which may result in the determining of the site as Contaminated Land. For further help and advice in respect of asbestos removal the applicant/agent is advised to contact the Health and Safety Executive (HSE) on 0845 345 0055 (www.hse.gov.uk/asbestos) Waste materials containing asbestos have to be disposed of in accordance with the requirements of the Control Of Pollution (Special Waste) Regulations 1980.
