1.The siting and design of the scout building shall be retained in accordance with the details within permission 06/09/0128/F. The operation and use and all other aspects of the development shall be undertaken in accordance with planning permission Ref. No. 06/06/0317/F dated 22nd December 2006. The reason for the condition is :- For the avoidance of doubt.
2.The existing visibility splay at the point of access to the site shall be kept free of any obstruction in excess of 0.6 metres above the level of adjacent highways carriageway. The reason for the condition is :- In the interests of highway safety in accordance with Core Strategy Policy CS16.
3.The vehicular access for development shall be retained in accordance with the revised block plan submitted with the applicant's letter dated 5th October 2006 within permission 06/06/0317/F. The reason for the condition is :- For the avoidance of doubt and in the interests of highway safety.
4.The existing parking provision on site shall be used solely for the parking of vehicles that area related to the use of the development. The reason for the condition is :- In the interests of highways safety and the residential amenities of the area in accordance with Core Strategy Policy CS9, CS16 and Local Plan Part 2 Policies A1.
5.Any access gate or gates to be installed at the site shall be hung to open inwards and shall be set back a minimum distance of 5 metres from the near edge of the adjacent highway carriageway. Any side walls, fences or hedges adjacent to the access shall be splayed at an angle of 45 degrees from each of the (outside) gateposts to the front boundary of the site. The reason for the condition is :- In the interests of highway safety.
6.The landscaping scheme to be provided in accordance with condition 6 and 7 of 06/06/0317/F shall be provided and maintained in accordance with those details and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. The reason for the condition is :- In the interests of the visual amenities of the locality
7.The boundary treatments to be provided in accordance with condition 8 of 06/06/0317/F shall be provided and maintained in accordance with those details. The reason for the condition is :- In the interests of the residential amenities of the occupiers of adjacent property and in the interests of the visual amenities of the locality.
8.The scout building shall not be open for meetings or other functions after 23.00 hours on any day with the exception of overnight indoor camping for no more than 8 non-consecutive weekends between 1st October and 30th April Annually. The owners/operators of the building shall maintain an up-to-date register of the weekends within this period during which the site the building is used for indoor camping and shall make this information available at all reasonable times to the Local Planning Authority. The reason for the condition is :- In the interests of the residential amenities of the occupiers of adjacent and nearby properties to remain consistent with the terms of the application proposed and which was subject to public consultation and in accordance with Core Strategy Policy CS9 and Local Plan Part 2 Policy A1.
9.The playing of any form of amplified sound, including music and speech, shall not take place anywhere on the site except within the scout building, nor shall it take place within the building outside the hours 09.00 to 23.00 on Mondays to Saturdays and 09.00 to 22.00 on Sundays and Bank Holidays. The reason for the condition is :- In the interests of the residential amenities of the occupiers of adjacent and nearby property in accordance with Core Strategy Policy CS9 and Local Plan Part 2 Policy A1.
10.The application is considered to accord with Core Strategy Policies CS9 and CS15 and Local Plan Part 2 Policies C1 and A1
