1.	Condition 12 of 06/21/0415/F states: "No works of excavation or construction of the replacement sea wall and quay heading in the areas referred to as 'Enhanced Berth 1 for Crew Transfer Vessels (CTVs) and Operational Vessels' and 'Additional pontoon facilities for smaller CTVs' on the Proposed Site Layout drawing ref: 003 Revision P05, shall be undertaken until precise details of the works to the sea wall and quay and details of piling works or foundations thereto have first been submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall be carried out in accordance with the approved details. The reason for the condition is:- To ensure appropriate construction to minimise disruption to vessels, flood risk protection, and in the interests of protection of the marine environment, protected species and protected waters. Note to applicant - the developer is reminded that statutory consultees the Environment Agency recommend the use of vibro-piling as their preferred approach, and if not possible it is recommended to consider soft-start piling." The requirement to provide submitted details for Condition 12 has been fully discharged. Sufficient information to discharge the condition has been submitted and is approved. (ii) With regards to the connection of the 'Links span' the Environment Agency notes that the Bank seat bearing shown on DWG12003 Detail 2 will require modification of the concrete capping associated with the flood defence. The Environment Agency states that you will need to demonstrate the proposal will not diminish the flood protection behind the asset. (iii) The development must also be undertaken in strict accordance with the marine environment protection measures required by Conditions 13, 14 and 19 of the permission 06/21/0415/F: the development shall be undertaken in accordance with an approved Construction Environmental Management Plan, under the supervision of a Ecological Clerk of Works, and with suitable ecological protection measures.
