1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plan received by the Local Planning Authority on the 30th October 2022: Site Location Plan: Drawing Number 01 Revision A, dated Jan 2022 and the development shall be carried out in accordance with the following revised plans received by the Local Planning Authority on the 28th November 2022: Proposed Site Plan : Drawing Number 03 Revision B, dated Jan 2022 Proposed Floor Plans: Drawing Number 06 Revision B, dated Jan 2022 Proposed Elevations: Drawing Number 07 Revision B, dated Jan 2022 The reason for the condition is:- For the avoidance of doubt.
3.The materials to be used in the external walls and roof of the development hereby permitted shall match those of the existing building in accordance with the details stated in the application form. The reason for the condition is :- In the interests of the visual amenities of the area in accordance with policy CS9 of the adopted Great Yarmouth Core Strategy (2015) and Policies A1 and H9 of the adopted Great Yarmouth Local Plan Part 2 (2021).
4.No occupation of the former adjacent cottage shall occur until the replacement chimney (as shown on drawing number 07 Revision B) has been constructed in its entirety. The existing and replacement chimneys shall be retained thereafter. The reason for the condition is :- To ensure that the works respect the character of the original property in accordance with the adopted Great Yarmouth Core Strategy Policy CS09 and in the interests of improving the setting of the adjacent Broads Authority Executive Area in line with the requirements of the National Planning Policy Framework (2021) (in particular Paragraph 176).
5.No occupation of the former adjacent cottage shall occur until no fewer than one bat box is provided on the eastern gable wall of the property. The bat box shall be retained thereafter. The reason for the condition is :- To secure biodiversity enhancements in accordance with Policy CS11 of the adopted Great Yarmouth Core Strategy (2015) and the National Planning Policy Framework (2021).
6.The vehicular access indicated for improvement on Drawing No. 03 Rev. A shall be widened in accordance with the Norfolk County Council residential access construction specification for the first 5 metres as measured back from the near channel edge of the adjacent carriageway, the details of which are to be submitted to and agreed in writing by the Local Planning Authority prior to any works to the access. Arrangement shall be made for surface water drainage to be intercepted and disposed of separately so that it does not discharge from or onto the highway carriageway. The reason for the condition is: - To ensure construction of a satisfactory access and to avoid carriage of extraneous material or surface water from or onto the highway interests of highway safety and traffic movements.
7.Prior to any works in relation to the widening of the access, details of the area to be provided within the site to enable two cars to park, turn and re-enter the highway in forward gear shall be submitted to and approved in writing by the Local Planning Authority. This area shall be laid out, demarcated, levelled, surfaced, drained as approved and be retained thereafter available for that specific use. The reason for the condition is: - To ensure the permanent availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety.
8.Notwithstanding the provision of the Town and Country Planning (General Permitted Development) Order (2015), (or any Order revoking, amending or re-enacting that Order) no gates/bollard/chain/other means of obstruction shall be erected across the approved access unless details have first been submitted to and approved in writing by the Local Planning Authority. The reason for the condition is: - In the interests of highway safety.
9.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
10.NOTES - Please read the following notes carefully:- Occasionally European protected species, such as bats, can be found during the course of the development. In the event that this occurs, it is advised that the developer stops work immediately and seeks the advice of a suitably qualified ecological consultant.
