1.Condition 3 requires the submission of a written Preliminary Environmental Assessment to the local Planning Authority and where appropriate conduct mitigation and enhancement in association with the findings of the assessment at the appropriate time in the development process as suggested by the PEA. The application was supported by a PEA dated 16 February 2022 prepared by Greenlight environmental consultancy ref: 2632 version 1.0. NCC Natural Environment Team were consulted on this and raised no objections subject to the mitigation recommendations for various ecological features on the site being implemented in accordance with and as outlined in section 7 of the PEA. The submitted details are hereby approved however this condition can only be discharged in part as the development has to be undertaken in accordance with the approved details including mitigation/enhancement proposals and at the relevant time in the development process as set out in section 7 of the PEA.
2.Condition 4 requires further details of the extent of the Root Protection Areas for trees on the Decoy Road side of the site shall be provided in written and drawn form together with the means by which these shall be protected during the works, to the Local Planning Authority. The reason for the condition is :- These trees while not of sufficient value for preservation orders do provide character to the road scene and amenity value to the site. The application was supported by an Arboricultural Report dated 1 February 2022 version 1.0 prepared by greenlight environmental consultancy. This included a Tree Protection Plan at Appendix F based upon root protection areas. The proposed works do not encroach into the RPA. The GYBC Arboriculture Officer was consulted on this and responded to the effect that the root protection areas as identified in the Tree Protection Plan was acceptable for the trees that are being retained. The submitted details are hereby approved however this condition can only be discharged in part as the development has to be undertaken in accordance with the approved details - Tree Protection Plan at Appendix F of the Arboricultural Report.
