| 1. | This permission expires on the 2nd March 2026 and unless on or before this date application has been made for an extension to the period of permission and such application is approved by the Local Planning Authority, the portacabin shall be removed from the site and the parking area shall be returned to its original state and use.
The reason for the condition is:-
In order to retain control over the use of the site and in the interests of the visual amenities of the area and the availability of on-site parking. The portacabin is not considered suitable on a permanent basis due to its unsympathetic form and appearance and a temporary permission of 3 years will allow time for a more appropriate longer term solution to be found and delivered. |
| 2. | The development shall be carried out in accordance with the following revised plans received by the Local Planning Authority on the 14th October 2022:
. Existing and proposed plans: Drawing No. 2996.22.1
The reason for the condition is:-
For the avoidance of doubt. |
| 3. | There shall be no use of the portacabin other than by residents of Astley Cooper Place and support staff connected with that use only.
The reason for the condition is :-
The portacabin is only considered acceptable due to the community benefits that it will provide to the residents of Astley Cooper Place. Any impacts resulting from use of the poracabin by external parties have therefore not been taken into account during the determination of this application. |
| 4. | No overnight accommodation shall take place within the portacabin.
The reason for the condition is :-
To ensure the development is carried out in the manner contemplated by the Local Planning Authority on the grant of this permission and to ensure that the risk of flooding is appropriately managed in the interest of public safety, |
| 5. | The portacabin shall be securely anchored to its base.
The reason for the condition is :-
To ensure that it remains in-situ should there be a flood event and to prevent damage to property and the wider environment. |
| 6. | The submitted flood response/action plan within the submitted Flood Risk Assessment (ref Evans River: 3048/RE/10-22/01), including information regarding the availability of the Environment Agency's Flood Warnings Service, shall be made available to all users of the building and applied in the event of flooding.
The reason for the condition is :-
To ensure the health and safety of the occupants and to assist the emergency services and local authority during a flood event. |
| 7. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal provides a short term solution to a required on-site community use which provides public benefits to the residents which on a temporary basis outweighs the design concerns of the portacabin which is temporary in appearance and not overly sympathetic to its surroundings and provides time for a longer term plan for on site support services to be worked up and delivered. |
| 8. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
