| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is:-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 2. | The development shall be carried out in accordance with the submitted application form and additional information listed below:
- Application form received by the Local Planning Authority on the 5th September 2022;
- Water plan received on the 6th September 2022;
- Garage floor plan, parking plan and digital photos showing garage dimensions received on the 10th October 2022;
- Emails from applicant Shana Holt, received 8th November 2022 (22:38) detailing available parking, 9th November 2022 (21:39) confirming single client appointment basis only and the 21st November 2022 (12:25), confirming the operation hours will be Tuesday - Saturday only.
The reason for the condition is:-

| 3. | (a) The business use hereby permitted shall be carried out only by Shana Holt.
(b) The premises, the subject of this Permission, shall not be operated, owned or managed as a separate premises from that of the dwelling known as 10 Cooper Close, Caister-on-Sea - other than as the use applied for - nor shall it be sold and/or separated from the curtilage of the dwelling.
The reason for this condition is: -
This permission is granted under exceptional circumstances as it is considered acceptable only due to the terms of the proposed operation and management of the facility as presented by the applicant, which is considered adequate to prevent unacceptable impact on neighbouring amenity, and for the Local Planning Authority to retain control over the use of the site. |
| 4. | The premises shall not be open for business outside of the following hours: -
09:00 to 18:00 Tuesdays
09:00 to 18:00 Wednesdays
09:00 to 18:00 Thursdays
09:00 to 18:00 Fridays
09:00 to 13:00 Saturdays
and for the avoidance of doubt, shall not be open for business on Sundays or Bank / Public Holidays.
The reason for the condition is:-
In the interests of the residential amenities of the occupiers of nearby dwellings and to ensure the site is not in use during inappropriate times. |
| 5. | (a) The beauty treatment salon hereby permitted shall serve no more than 1 customer at a time, and by appointment only. Appointments shall be spaced at least 15 minutes apart to allow the previous customer to leave before the next customer arrives, and avoid any additional traffic from building up in the cul-de-sac or on the local highway network.
(b) The operator of the beauty treatment salon hereby permitted shall ensure that space for customer car parking is available at all times within the curtilage of the property, and direct or encourage customers to parking within the curtilage wherever possible.
The reason for the condition is :-
To ensure that the amount of visitors and amount of additional traffic is retained to a suitable level to prevent a detrimental impact on residential amenity. |
| 6. | The applicant is advised that businesses require a Trade Waste contract to dispose of all waste associated with commercial activities as stated in the Environmental Protection Act 1990, Section 34. |
| 7. | REASON FOR APPROVAL OF THE APPLICATION:-
The proposal meets the criteria set out in Policy A1 of the Great Yarmouth Local Plan Part 2 and policies CS09(f) and CS06 of the Core Strategy (2015). |
| 8. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
