1.The proposal would be prominently sited behind the south-west corner of the front railings making it highly visible and visually dominant within this historic setting, causing harm to the setting of designated heritage assets and would have a harmful impact on the character and appearance of the Conservation Area. The scale, design, positioning, materials and overall appearance of the proposed signage would detract from the character of this important historic setting which is also included in the Heritage Action Zone initiative aiming to enhance and better reveal the historic significance of the area. Accordingly, the proposed development harms the setting of the Grade II* Listed Vicarage and Church of St Nicholas Grade: II* as well as the Grade II Listed Buildings at 25 Church Plain, Sewell House and 27 Church Plain and is contrary to Policies CS9, CS10, A3, and E5 of the adopted Local Plan and paragraphs 141 and 205 of the NPPF.
2.The proposed development had the following plans attached received by the Local Planning Authority on 27th September 2022 and which formed the basis for its decision: - Revised Plan, Drawing No: 1626-5 S Rev A
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for advertisement consent, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent an acceptable form of advertisement and has been refused for the reasons set out above.
