1.The development shall be carried out in accordance with the following plans: Plot 1 Porch amendments (Drawing Number 22/381 06 Rev A, dated Jan 2023) Plot 2 and 3 Plans and Elevations (Drawing Number 20/301 020 Rev B, dated Aug 22) Plot 4 Plans and Elevations (Drawing Number 20/301 21 Rev C, dated 29/08/22) Site Layout Plan (Drawing Number 20/301 016 Rev E, dated Jan 2023) Plots 5 and 6 (Plans, elevations and garage 22/381 05, dated Feb 2022 as approved by 06/22/0325/F) Site Layout Plan (Drawing Number 22/381 05 dated Feb 22, as approved by 06/22/0325/F) The reason for the condition is:- For the avoidance of doubt.
2.The materials to be used in the external walls and roof of Plots 5 and 6 shall be as follows: walls - Bricks - Porterra Hampton Rural and blend black horizontal boards roof - Norfolk Pantiles, accordance with the details stated in the application form and shown on the approved plans. The reason for the condition is :- In the interests of the visual amenities of the area.
3.Following demolition and site clearance but before the installation of below ground services details in written and drawn form of the means by which electric vehicle charging will be made available for plots 1,5 and 6 within the scheme shall be submitted to and approved by the local planning authority. The works shall accord to the approved scheme and shall be retained thereafter. The reason for the condition is: - To allow provision for the demand for electric vehicle charging within the lifetime of the development.
4.No works above slab level of Plots 1, 5 and 6 shall take place until a statement demonstrating how the dwellings will be designed and built to achieve a water consumption rate of no more than 110 litres/person/day has been first submitted to and approved in writing by the Local Planning Authority. All required water conservation measures within the approved details shall thereafter be installed and maintained to achieve this agreed rate to ensure the required water consumption is not exceeded for the lifetime of the development. The reason for the condition is: - In the interests of promoting and securing water efficiency improvements to a higher standard than Building Regulations minimum standards require, to accord with adopted Local Plan Part 2 policy E7. Note to applicant - The imposition of this planning condition requires the development to achieve a higher standard of construction than the current minimum national requirement through Building Regulations. This requires you / the Developer to ensure that the standard is adhered to when seeking Building Regulations Completion Notice approval (whether using local authority inspectors or third party approved inspectors).
5.The submission of a copy of the EPS license is required to BS42020:2013 D6.2). Works shall not in any circumstances commence on plots 1,5 and 6 unless the local planning authority has been provided with a licence issued by Natural England pursuant to regulation 55 Conservation of Species and Habitats Regulations 2017 (as amended) authorizing the specified activity/development to go ahead. The reason for the condition is :- In order to safeguard the ecological interests of the site in accordance with policy CS11 Enhancing the Natural Environment 6.18 "To improve the Borough's natural environment and avoid any harmful impacts of development on its geodiversity, landscape assets, priority habitats and species, the Council will: Conserve and enhance designated nature conservation sites."
6.A lighting design strategy for light sensitive biodiversity is required to BS42020:2013 D3.5. No external lighting shall be erected unless full details of its design, location, orientation and level of illuminance have first been submitted to and agreed in writing with the local planning authority. Such lighting shall be kept to the minimum necessary for the purposes of security and site safety and shall prevent upward and outward light radiation. The lighting shall thereafter be implemented in accordance with the approved details and shall be retained as such thereafter. This condition is direct from BS42020. The Bat Conservation Trust and The Institution of Lighting Professionals (ILP) have produced new guidance on bats and lighting: https://www.theilp.org.uk/documents/guidance-note-8-bats-and-artificial-lighting/ A lighting requirement can be added to a Method Statement if predicted impacts are limited in scale and the development has other requirements which could be addressed through Method Statement. The reason for the condition is :- In order to safeguard the ecological interests of the site in accordance with policy CS11 Enhancing the Natural Environment 6.18 "To improve the Borough's natural environment and avoid any harmful impacts of development on its geodiversity, landscape assets, priority habitats and species, the Council will: Conserve and enhance designated nature conservation sites."
7.No development of plots 1,5 and 6 above floor-slab/D.P.C level, shall take place until a biodiversity enhancement plan has been submitted to and approved in writing by the LPA, detailing the enhancement measures for biodiversity on the site as approved by 06/22/0325/F. The biodiversity enhancement plan should include numbers and locations of bird boxes, bat boxes, habitat enhancements as outlined in section 8 Biodiversity Enhancement of the 08/06/2022 Ecology report. The measures shall be carried out strictly in accordance of the approved scheme to be approved in writing by the LPA. The content of the method statement will include: - Purpose and objectives for the proposed works, - Detailed designs and/or working methods necessary to achieve the stated objectives - Extent and location of proposed works shown on appropriate scale maps and plans, - Timetable for implementation, demonstrating that works are aligned to the proposed phasing of construction, - Persons responsible for implementation of the works, - Initial aftercare and long-term maintenance (where relevant); - Disposal of any wastes arising from works. The works shall be carried out strictly in accordance with the approved details and shall be retained in that manner thereafter. A 'statement of good practice' shall be signed upon completion by the competent ecologist, and be submitted to the LPA, confirming that the specified enhancement measures have been implemented in accordance with good practice upon which the planning consent was granted'. The reason for the condition is :- In the interests of securing bio-diversity improvements to off-set the loss of habitat within the site in accordance with NPPF.
8.Foul drainage shall not be discharged other than to the foul sewer linked to Caister water recycling centre. Surface water drainage and Foul drainage from plots 1,5 and 6 shall be discharged in accordance with the details shown on approved plan 216263-CCL-XX-XX-DR-C-3600 P01 as approved by 06/22/0325/F. The reason for the condition is:- In order to effect satisfactory drainage arrangements both on and from the site and to avoid problems of pollution of nearby water courses and because of the requirements of Nutrient Neutrality to ensure that The Broads Area is not harmed by the proposed development.
9.There shall be no occupation/use of the development hereby permitted until the vehicular/pedestrian/cyclist access/crossing over the verge/ditch/watercourse/footway has been constructed in accordance with a detailed scheme to be agreed in writing with the Local Planning Authority in accordance with the highways specification (TRAD 1) and thereafter retained at the position shown on the approved plan. Arrangement shall be made for surface water drainage to be intercepted and disposal of separately so that it does not discharge from or onto the highway. The reason for the condition is: - To ensure construction of a satisfactory access and to avoid carriage of extraneous material or surface water from or onto the highway in the interests of highway safety.
10.Vehicular/pedestrian/cyclist access to and egress from the adjoining highway shall be limited to the access(s) shown on Drawing 20/301.016 Rev E only. Any other access or egress shall be permanently closed, and the footway/highway verge shall be reinstated in accordance with a detailed scheme to be agreed in writing with the Local Planning Authority concurrently with the bringing into use of the new access. The reason for the condition is: - In the interests of highway safety.
11.Notwithstanding the submitted details, the proposed private drive shall be retained in perpetuity at a minimum width of 4.5 metres for its complete length and shall be constructed perpendicular to the highway carriageway for a minimum length of 10 metres as measured from the near edge of the highway carriageway. The reason for the condition is: - In the interests of highway safety and traffic movement.
12.Prior to the first occupation/use of the development hereby permitted, visibility splays measuring 2.4 metres x 59 metres shall be provided to each side of the access where it meets the highway. The splay(s) shall thereafter be retained at all times free from any obstruction exceeding 0.6 metres above the level of the adjacent highway carriageway. The reason for the condition is: - In the interests of highway safety in accordance with the principles of the NPPF.
13.Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order (2015), or any amendments thereto, garage accommodation on the site shall be provided with minimum internal dimensions measuring 3 metres x 7 metres. The reason for the condition is: - To minimise the likelihood for on-street parking and thereby safeguard the interest of safety and convenience of road users.
14.Prior to the first occupation/use of the development hereby permitted, the proposed access/on-site car and cycle parking/servicing/loading/unloading/turning/waiting area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is: - To ensure the permanent availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety.
15.No buildings hereby permitted shall not be occupied until any remediation works agreed within the Phase 1 contamination report have been carried out to the written satisfaction of the Local Planning Authority. The reason for the condition is :- To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.
16.In the event that contamination that was not previously identified is found at any time when carrying out the approved development, it must be reported in writing immediately to the Local Planning Authority. All development shall cease and shall not recommence until: 1) a report has been submitted to and agreed in writing by the Local Planning Authority which includes results of an investigation and risk assessment together with a proposed remediation scheme to deal with the risk identified; and 2) the agreed remediation scheme has been carried out and a validation report demonstrating its effectiveness has been submitted to approved in writing by the Local Planning Authority. The reason for the condition is :- To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.
17.The tree protection measures shall be carried out in accordance with the Tree Constraints Plan (Drawing Number 22/07/20-Rev A) and in full accordance with the tree survey and arboricultural impact assessment as approved under 06/21/0129/CD. Any plants dying within the first five years of planting shall be replaced to the satisfaction of the Local Planning Authority. The reason for the condition is:- In the interests of the visual amenities of the locality.
18.The development shall be undertaken in full accordance with the Preliminary Ecological Appraisal and Summer Bat Survey as approved under 06/21/0129/CD and the bird and bat boxes installed as approved and retained thereafter in perpetuity. The development shall be carried out in full accordance with the lighting measures contained within the preliminary ecological appraisal. The reason for the condition is :- To protect and enhance the habitat and fauna on site.
19.INFORMATIVE: The development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority. A quotation for the works to be carried out within the Highway will be sent to you in due course. It is an offence to carry out works within the public highway, which includes a Public Right of Way, without the permission of the Highway Authority. Advice on this matter can be obtained from the County Council's Highway Development Control Group.
20.INFORMATIVE: It is the duty of the applicant to establish the extent of their legal boundary with the public highway.
