| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 2. | The development shall be carried out in accordance with the following plans and documents:
- Drawing Number MAL-2022-JWC-SPNB entitled Proposed Grain Storage Building, Workshop and Associated Works Site Location and Block Plan (No Buildings), received on the 29th March 2023;
- Drawing Number: MAL JWC TP 002 Revision D, entitled Proposed Grain Store, General Purpose Building and Associated Works Landscaping, Drainage and Hard Standing (submitted as the Block Plan), received on 27th February 2023;
- Drawing Number MAL-2022-JWC-001, entitled Proposed Grain and General Purpose Storage Building (submitted as the proposed floor and roof plans and elevations), dated 2022-08-08;
- Drawing Number MAL-2022-JWC-002, entitled Proposed Workshop and General Storage Building (submitted as the proposed floor and roof plans and elevations), dated 2022-08-08;
- Drawing Number RNT 2-12, untitled plan submitted as the Rainwater Harvesting tank details, dated 01.03.19, received on 23rd December 2022;
- Drawing Number MAL JWC 004, entitled Bund Construction Details (undated), received on 6th January 2023;
- Drawing Number MAL-2023-JWC-POND entitled Proposed Grain Storage Building, Workshop and Associated Works Proposed Drainage Pond Section; received on the 29th March 2023;
- Details of tree planting and drainage contained within Cover Letter (dated 20th December 2022), received on 23rd December 2023;
- Document Reference: Grove Farm, Martham, entitled Ecology Report (by Wild Frontier Ecology), dated February 2023, received on 27th February 2023.

| 3. | The buildings hereby approved shall be used for the storage of grain and for storage and maintenance of farm equipment and machinery only as detailed on the approved plans.
The reason for the condition is :-
For the avoidance of doubt and a more intense use has not been assessed as part of this application and may not be appropriate in this location. |
| 4. | The materials to be used in the external walls and roof of the development hereby permitted shall accord with the details stated in the application form.
The reason for the condition is :-
In the interests of the visual amenities of the area. |
| 5. | No works above slab level of either of the buildings hereby permitted shall occur until the drainage pond as indicated on Drawing Number MAL JWC TP 002 Rev.D is provided in its entirety and made available for the use hereby permitted. The drainage pond shall be retained thereafter available for the use hereby permitted.
The reason for the condition is :-
To ensure that a suitable surface water drainage solution is provided for the life time of the development in accordance with the expectations of policy CS13 of the Core Strategy (2015). |
| 6. | No use of the Grain and General Purpose Storage Building or Workshop and General Storage Building shall occur until the bund (as indicated on plan MAL JWC TP 002 Rev. D) is installed in accordance with the specifications shown on plan MAL JWC 004 Bund. The bund shall be retained in situ thereafter.
The reason for the condition is :-
To ensure adequate screening of the site in the interests of mitigating the proposed development's impact on the landscape, in accordance with policy E4 of the Local Plan Part 2 (2021). |
| 7. | The approved planting scheme (as detailed within the cover letter, dated 20th December 2022, and shown on plan MAL JWC TP 002 Rev. D) shall be carried out in its entirety within the first planting and growing season following the first use of the agricultural buildings and shall thereafter be retained in accordance with the approved details. If any trees, shrubs or hedges planted in accordance with the landscaping scheme which die, are removed or become seriously damaged or diseased within a period of TEN years from the date of planting, they shall be replaced in the next immediate planting season with others of similar size and species."
The reason for the condition is :-
To ensure an high quality form of development and in the interests of ensuring appropriate visual amenity for the local area, to enhance biodiversity and to secure appropriate residential amenity in accordance with Policies CS11 of the adopted Great Yarmouth Local Plan Core Strategy (2015) and Policy E4 of the adopted Great Yarmouth Local Plan Part 2 (2021). |
| 8. | No use of the Grain and General Purpose Storage Building or Workshop and General Storage Building shall occur until such time that the bird and bat boxes shown in figure 9 of the Ecology Report (on page 33) have been fully installed. The nesting boxes shall be retained in perpetuity thereafter.
The reason for the condition is :-
To provide adequate nesting opportunities for wildlife in accordance with Policy CS11 of the Great Yarmouth Local Plan Core Strategy (2015). |
| 9. | No external lighting shall be installed without the prior written permission of the Local Planning Authority. Details shall include the types of lights and their appearance, position, illumination levels and light spillage. The lighting shall be installed in accordance with the approved details and retained as such thereafter.
The reason for the condition is :-
To ensure protect the value of the landscape and its dark skies character and in the interests of mitigating impacts on protected species in accordance with the aims of Policy CS11 of the Great Yarmouth Local Plan Core Strategy (2015). |
| 10. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal meets the aims of policies CS09 and CS11 of the Great Yarmouth Local Plan Core Strategy (2015). |
| 11. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
