1.The scale, form and massing of the proposed extension, utilising a large expanse of flat roof is not in keeping with the appearance of the host building and fails to maintain or enhance the street scene and surrounding area. The resultant building would be visually overbearing and dominant in relation to the host property and the street scene as a whole and as such would be contrary to policies CS09 a) and H9 a) and fails to achieve good design as advocated in paragraphs 126 and 130 of the National Planning Policy Framework [NPPF].
2.Due to the siting of the proposed extension, there would not be sufficient private useable rear garden space retained for occupiers of the extended dwelling and the resultant structure would be overbearing to users of this space which would not provide for suitable outdoor amenity. As such the proposal would be contrary to Policy H9 c), Policy CS09 f) and Policy A1 c) and contrary to paragraphs 124 d) and 130 f) of the NPPF not providing a high standard of amenity for existing and future users.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
