| 1. | The proposed change of use and construction of residential curtilage would constitute an unacceptable incursion of domestic usage into agricultural land beyond the existing built environment on the east side of the village and outside the actual settlement boundary. It would alter the character of the area through breaching a clear line between the countryside and residential curtilages. The proposes change is out of character with the form of development within the area to the west of Ormesby Lane. Consequently the proposed development/change of use of the agricultural land does not reflect and have regard to local context, including the surrounding built environment, character of the area or landscape and is contrary to Policies CS09 CS12 of the Core Strategy and Policy E5 of the Filby Neighbourhood Plan. |
| 2. | This site is within an area of Grade 1 Agricultural land (best quality). The proposal is considered contrary therefore to Policies CS6 and CS12 where development is directed away from the best agricultural land and Policy E5 of the Filby Neighbourhood Plan. |
