Hours of Work:
Due to the proximity of other residential dwellings and businesses, the hours of any refurbishment works should be restricted to:
· 0730 hours to 1830 hours Monday to Friday
· 0830 hours to 1330 hours Saturdays
· No work on Sundays or Bank Holidays.
Local Air Quality:
The site will potentially generate a significant amount of dust during any internal alterations to the property; therefore, the following measures should be employed:
· An adequate supply of water shall be available for suppressing dust.
· Mechanical cutting equipment with integral dust suppression should be used.
· There shall be no burning of any materials on site, or burial of asbestos, which should instead be removed by an EA licenced waste carrier, and the waste transfer notes retained as evidence. |
| 4. | Given the size of the dwelling and annex and the number of rooms these comprise, the Local Planning Authority offers the following advice:
1) The property cannot be used as a 'small House in Multiple Occupation' of between 4-6 unrelated people living as a single household as defined under Class C4 of the Town and Country Planning (Use Classes) Order 1987 (as amended), because the Council operates an Article 4 Direction across the Borough which removes permitted development rights for development consisting of a change of the use of a building to a use falling within Class C4 (houses in multiple occupation) from a use falling within Class C3 (dwellinghouses). The Direction came into force on 24 September 2012 and applies to the whole of the Borough, with the exception of the Broads Authority executive area. Planning permission is therefore required for a change of use of this nature.
2) The property cannot be used as a House in Multiple Occupation for more than six people living as a single household as defined under the Town and Country Planning (Use Classes) Order 1987 (as amended) without the prior express grant of planning permission. If an application were made to change the use to an HMO, this would likely be resisted by the Local Planning Authority as being contrary to policy GY6 of the adopted Great Yarmouth Local Plan Part 2 (2021). |
