1.The trees on the northern boundary of the site provide a positive contribution to the surrounding character and will continue to have a positive role even with the proposed development as they will still be visible from the street. The tree officer has confirmed that the condition of the trees does not warrant their removal. The loss of the trees would therefore be contrary to E4 which seeks to retain trees in developments which contribute significant value to the character, amenity or ecology to the locality and CS09 G which seeks to conserve and enhance biodiversity, landscape features and townscape quality.
2.No supporting aboricultural assessment has been submitted alongside this application to justify the removal of the trees on the northern boundary. This is contrary to Policy E4 which requires that where development may impact upon trees, planning applications should be supported by an arboricultural assessment (to BS 5837 or an equivalent standard).
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
