| 1. | The proposal to convert a building, which is the subject of a temporary planning permission as a stable, into a holiday let use is considered an inappropriate use and location to provide holiday accommodation by the Local Planning Authority. The property is not considered to be of heritage or landscape value and consequently, given its location in the countryside and being isolated from local services and facilities, the proposal is considered contrary to adopted policies GSP1, H7 and L2 of the Local Plan Part 2 and Policy CS8 of the Core Strategy. |
| 2. | The use proposed would change the landscape in the immediate environs with regular domestic activity around the building, with alterations to the roof of the building giving the building a permanent domestic appearance which, when viewed in the context of the local countryside landscape, would be seen as an additional permanent residential building and an encroachment into the countryside landscape to the detriment of the landscape. In addition, the change of use would introduce illumination of the building at night which would adversely change the character of the nightscape when compared to the buildings temporary lawful use as a stables building. In this regard the proposal would be contrary to adopted Local Plan Policy L2 (b). |
| 3. | The applicant has paid £110 to address the requirements of the Norfolk Green Infrastructure and Recreational Impact Avoidance and Mitigation Strategy. However at the point of the decision the appropriate financial contribution required as a means of mitigating the effects on internationally and nationally designated ecological sites is £185.93 for the development proposed, and consequently the planning application fails to fully mitigate the potential harm arising from the development, in accordance with the adopted Policy GSP5 of the Local Plan Part 2, Policies CS14 and CS15 of the Local Plan Core Strategy, and the Norfolk Green Infrastructure and Recreational Impact Avoidance and Mitigation Strategy. |
| 4. | The development proposes a package treatment plant for foul sewage disposal but has provided no information as to the function, capacity or effectiveness of such a system, nor any confirmation from utility providers or other agencies that this is acceptable in principle. As there are current existing concerns that the use of package treatment plants could cause increased risks of contamination and risk of pollution to the groundwater and watercourse network feeding into Lound Lakes which is used for drinking water, it is considered that there is no reassurance within the application that allowing development reliant on package treatment plants or other means of non-mains drainage would be acceptable. In the absence of information to the contrary, it can be considered likely that this site is in the same water catchment as that used for drinking water extraction, but no details for drainage have been proposed so it is not possible to determine the likely effects on watercourses, drinking water supplies or ecological systems, contrary to policies CS11 of the Core Strategy and E6 and I3 of the Local Plan Part 2. |
| 5. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
