| 1. | The proposed works include the loss of primary historic fabric and the resultant expansion of the kitchen would negatively impact the historic character of the building, which is somewhat defined by the original proportions of the rooms. It is considered that this would cause a high level of less than substantial harm to the character and historic appearance of the listed building. There are no public benefits which have been identified which would outweigh the level of harm which would be generated by this proposal. The application would fail to comply policy CS10 from the adopted Core Strategy (2015) and policy E5 from the adopted Local Plan Part 2 (2021), along with Paragraph 202 from the NPPF (2021) and the proposal would not comply with the requirements of Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990. |
| 2. | The application is not supported by sufficient supporting information of details to fully assess the impacts of the application, including a lack of location plan, layout plan, details of the proposed roof lights, nor precise details regarding the insertion of the steel beam which would take place, and therefore the full range of impacts on the listed building cannot be fully understood. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
