1.The removal of the pitched roof elements of the existing single storey addition and the extent of the flat roof proposed, its positioning and its mass, would all be detrimental to the character and form of the original dwelling. Due to the bulk of the extension it would not be subservient to the original dwelling and as such the combination of these features would be harmful to the appearance of the dwelling. The application therefore does not comply with adopted policies CS09 A or with H9 A.
2.Due to the length of the extension and increased bulk, this would result in an increased sense of enclosure to the property to the north (138 Beccles Road) and would result in an overbearing and dominating relationship with the neighbouring property. The proposal would also result in unacceptable levels of overshadowing to the neighbouring property. Therefore, the application is contrary to Core Policy CS09 F and Local Plan Policy A1 which both seek to protect the amenity of neighbours.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
