1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following submitted drawings and details: S21-292 DWG 0009.00 and 0010.00 and the lighting technical design document received by the Local Planning Authority on 18 February 2022, and the first revised plans: S21-292 DWG 0003.01, 0005.01, 0006.01, 0007.01, 0008.01 received by the Local Planning Authority on 24 February 2022, and, drawing S21-292 DWG 0004.02 and the Acoustic Consultants Ltd Noise Impact Assessment - taking particular note of part 13 Noise Management Plan, as received by the Local Planning Authority on 11 March 2022, and, the revised design and access statement including 3G pitch compliance received 14 April 2022. The reason for the condition is :- For the avoidance of doubt.
3.The works shall be conducted in accordance with the construction logistics plan received by the Local Planning Authority on 04 April 2022. The construction worker parking shown on the construction logistics plan shall be provided and made available for use before the commencement of development in accordance with the details therein, and the workers parking area should be defined and retained as such. The reason for the condition is :- For the avoidance of doubt.
4.Construction work shall not take place outside the following hours:- 08:00 to 18:00 Mondays 08:00 to 18:00 Tuesdays 08:00 to 18:00 Wednesdays 08:00 to 18:00 Thursdays 08:00 to 18:00 Fridays 08:30 to 13:30 Saturdays and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property) The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
5.Cycle parking facilities shall be installed before use of the multi use games area in accordance with revised plan drawing PAM-CS-MPC-WTP-03 Cycle Stands and received by the Local Planning Authority on 4 April 2022 The reason for the condition is :- In order to ensure provision at the commencement of use.
6.The planting of the two replacement trees shown on drawing S21-292 DWG 0019.02, received by the Local Planning Authority on 04 April 2022, shall be carried out in compliance with the specification shown on drawing S21-292 DWG 0019.02 and the planting shall be undertaken in the first planting season following the commencement of the development hereby permitted. There shall be no use of the Multi-Use Games Area until such time as the trees have been planted and provided with protection features to be retained during their establishment. The reason for the condition is :- To mitigate for the loss of the two trees affected by construction, on land within the recreation area not impacted by development.
7.Use of the development shall not commence until: (a) certification that the Artificial Grass Pitch hereby permitted has met FIFA Quality Concept for Football Turf - FIFA Quality or equivalent International Artificial Turf Standard (IMS); and, (b) confirmation that the facility has been registered on the Football Association's Register of Football Turf Pitches, have first been submitted to and approved in writing by the Local Planning Authority. The reason for the condition is :- To ensure the development is fit for purpose and sustainable, provides sporting benefits and to accord with Development Plan Policy.
8.There shall be no use of the development hereby approved until: (a) an Active Travel Plan has first been prepared and submitted to and approved in writing by the Local Planning Authority. The Plan shall: (i) make provision for travel information to be publicised to staff and visitors to the site; and (ii) specify the different methods to be used for publicity and the frequency of review; and, (b) the travel information has first been made available in accordance with the Active Travel Plan as agreed, and, once made available, shall be maintained thereafter in accordance with the agreed review details. This information shall include details of the public transport routes and services available within 800 metres walking distance of the site, the cycle parking provision and facilities for cyclists on site, and any other measures which would support and encourage access to the site by means other than the private car. The reason for the condition is :- To ensure that the development supports sustainable modes of transport and to reduce the impact of travel and transport on the environment in accordance with Development Plan policies.
9.The Multi-Use Games Area shall not be used for sporting activities outside the hours of 08:00 to 22:00 on any day of the year. A fifteen minute period after 22:00 (until 22:15) shall be allowed for the clearing up of sports equipment and for participants to leave the pitch. Note this requirement does not apply to use of the pavilion for changing it being recognised that this takes longer. The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
10.No external lighting shall be installed other than in accordance with the lighting plan as illustrated and described on the submitted plans/design and access statement and will not cause glare beyond the site boundaries. The reason for the condition is :- In the interests of highway safety.
11.The Multi-Use Games Area (MUGA) lighting shall not be used other than when the MUGA pitch is in use, and shall be extinguished at 22:15 on any evening, and shall remain extinguished after that time until the following day's permitted use. An automatic timer shall be employed, within the switching system, to ensure this occurs, before first use of the multi use games area. This shall have an 15 minute over-ride facility but this shall reset automatically to the default time. The reason for the condition is :- To ensure neighbour amenity, dark skies and benefit to nocturnal fauna are protected, whilst allowing a safety over-ride.
12.The remnants of the veranda shall be retained in storage in a dry condition for the duration of the use of the MUGA. In the event that the MUGA facility ceases to be used or is removed, a scheme for reinstating the veranda to the building shall be submitted to and agreed in writing with the Local Planning Authority and the veranda shall be restored and installed on the pavillion in accordance with those approved details. The reason for the condition is :- To ensure that regard is paid to protecting and enhancing the special architectural and historic interest and integrity of the building under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990 by retaining the veranda for potential reinstatement to restore the special interest of the building in the event that the alternative development and use that prevents its reinstatement (the MUGA) ceases to be used and or is removed.
13.In the event that contamination that was not previously identified is found at any time when carrying out the approved development, it must be reported in writing immediately to the Local Planning Authority. All development shall cease and shall not recommence until: 1) a report has been submitted and agreed in writing by the Local Planning Authority which includes results of an investigation and risk assessment together with proposed remediation scheme to deal with the risk identified and 2) the agreed remediation scheme has been carried out and a validation report demonstrating its effectiveness has been approved in writing by the Local Planning Authority. The reason for the condition is :- To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.
14.NOTES - Please read the following notes carefully:- 1. The applicant and developer's attention is drawn to the comments submitted by the Norfolk Police Architectural Liaison Officer: The following design advice is offered - · The main entrance to the development should create a "symbolic barrier" as defensible space. · The Refurbished Pavilion and any storage facility should be designed to incorporate physical security elements. · The development should maximise overlooking from active windows over access routes and amenity space. · These community buildings can be subject to criminal damage, anti-social behaviour or even burglary. An intruder alarm to the police Security Systems policy is suggested at www.securedbydesign.com. · Mirrored film/glazing is recommended on overlooking staff rooms/receptions. · Any car parking should be shown as being adjacent to the existing building with active windows overlooking. · The internal landscaping of the venue should be carefully considered to provide a clear field of vision around the structures. · A carefully designed Lighting plan to cover all vulnerable areas should be in place with a constant level of illumination. · CCTV is recommended with lighting sufficient to support a CCTV system. · The cycle storage areas require Natural Surveillance, and cycle stands must facilitate the locking of both wheels and the crossbar. Hooped rings set into the ground would not provide for this.
15.The applicant and developer are reminded that it is an offence to allow materials to be carried from the site and deposited on or damage the highway from uncleaned wheels or badly loaded vehicles. The Highway Authority will seek, wherever possible, to recover any expenses incurred in clearing, cleaning or repairing highway surfaces and prosecutes persistent offenders.
