1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans and details: Proposed Plans and Elevations, Drawing No: 376/1 Revision A (Site Location Plan), received by the Local Planning Authority on 28th November 2022. The reason for the condition is:- For the avoidance of doubt.
3.The materials to be used in the external walls and roof of the development hereby permitted shall closely match those of the existing dwelling at Selwyn House, 28 The Green, (especially the red brick and Norfolk Pantile) in accordance with the details stated in the application form and the design and access statement. The reason for the condition is :- In the interests of the visual amenities of the Conservation Area in order to comply with policies CS10 of the Core Strategy and E5 of the Local Plan Part 2.
4.The garage outbuilding hereby approved shall only be used in a manner that shall remain ancillary to the activities of the main dwelling and shall only be used by the occupiers of the dwelling (Selwyn House, 28 The Green, Martham), or their dependants, and shall not be used as a separate dwelling nor shall it be let separately for holiday purposes. The reason for the condition is :- To ensure the development operates in accordance with the terms and the manner proposed, to ensure there is no unsuitable impact on the highway network, and to protect the amenity of neighbouring residents surrounding the tightly constrained site, in accordance with policies CS09 and CS16 of the adopted Core Strategy and policies A1 and I1 of the adopted Local Plan Part 2.
5.The garage outbuilding hereby approved shall not at any time be used for the purposes of sleeping accommodation or for commercial purposes. The reason for the condition is :- To ensure the development avoids an unsuitable impact on the highway network, and to protect the amenity of neighbouring residents surrounding the tightly constrained site, in accordance with policies CS09 and CS16 of the adopted Core Strategy and policies A1, H9 and I1 of the adopted Local Plan Part 2.
6.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any amendment revoking or re-enacting that Order) the garage outbuilding hereby permitted shall not be further extended in any way, nor shall there be any windows or skylights added to the roof of the development hereby permitted without first obtaining the express written permission of the Local Planning Authority. The reason for the condition is:- To enable the Local Planning Authority to retain control over any further extensions or alterations to the garage in the interests of residential amenity given the close proximity of neighbouring residential uses, in accordance with policies CS09 and CS16 of the adopted Core Strategy and policies A1, H9 and I1 of the adopted Local Plan Part 2.
7.INFORMATIVE NOTE TO APPLICANT: The applicant and their agent is advised that the land shown to be within the application site may not all be within the applicant's ownership and/or control as the site location plan shows the site to extend southwards into the same land proposed to be used for construction of a double garage in planning permission 06/21/0359/F.
8.REASON FOR APPROVAL OF THE APPLICATION :- Subject to appropriate controls, the proposal meets the criteria for domestic additions set out in adopted policy H9 of the Local Plan Part 2.
