No.Condition Text
1.The proposal results in the loss of 0.156 hectares of Grade 1 agricultural land outside of the development limits for Martham. This is contrary to adopted policy GSP1 from the Local Plan Part 2 and Core Policies CS06 J and CS12 G from the adopted Core Strategy, and paragraph 174 of the National Planning Policy Framework which seek to protect the best and most versatile land for future generations. There are no public benefits to the proposal which would outweigh the loss of the Grade 1 land or justify the conflict with adopted policy.
2.Given that the site is the highest quality agricultural land, it is considered that the proposal fails to make the most efficient use of land as required by Core Policy CS09 which is consistent with NPPF Paragraphs 124 and 125. Furthermore, whilst the proposal may represent only a small proportion of the overall wider agricultural field, it is considered that the intrusion of the proposed residential area into the field makes farming the surrounding arable field much less efficient, with consequent albeit small economic impacts from increased time and lower yield.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
