1.	It is considered that the proposal requires the replacement of all the cladding and roof and includes the insertion of new structure which extends the building. This is considered to go beyond the works cited as reasonably necessary to allow "conversion" as per paragraph Q(b). The criteria for prior notification are not met in that this is not a conversion. This criteria is not met, because the lean to where removed, is expanded into by the extrusion of the main barn profile into that space, thus enlarging the envelope contrary to part Q provisions at paragraph Q.1 (g). The conditions in paragraph Q.2-(1) are not met as insufficient information has been submitted meaning that prior approval with regard to contamination (sub-paragraph (c) and ecology is required sub paragraph Q.2 (2) referring to paragraph W (3) (b) where insufficient information has been provided to establish if the frame of the building is sufficient for the lads proposed and insufficient information is provided to ensure that no bats are present in the building, or what mitigation might be provided. .
