1.The timber fence creates a poor relationship between the dwelling and the street scene, with the enclosed dwelling no longer presenting an active facade to Covent Garden Road. The increased sense of enclosure would conflict with the wider character of the area which is defined by open front gardens. This would be contrary to Core Policy CS09 A/C from the adopted Core Strategy which seeks to protect the relationship between buildings and streets, ensure attractive street scenes and reinforce local identity.
2.The erection of the fence adjacent to the drive causes obstruction to drivers' visibility, most acutely in relation to pedestrians but also in respect of other road users, exacerbated by the site's proximity of the junction of Covent Garden Road and Waterland Close. This is contrary to Core Policy CS16 C from the adopted Core Strategy which seeks to ensure that development does not have an adverse impact on the safety and efficiency of the local road network for all users.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
