1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the plan 1657/1 received by the Local Planning Authority on 24 September 2021. The reason for the condition is :- For the avoidance of doubt.
3.The proposed new garage shall only be used for private domestic use in connection with adjoining dwelling and shall not be converted into or used as living accommodation or let out for any purpose. The reason for this condition is:- In the interests of the residential amenities of the occupiers of adjacent property.
4.The annex accommodation hereby permitted shall only be used either for holiday purposes or as accommodation ancillary to the main dwelling house known as Rose Lodge. It shall not be separately sold or rented as permanent residential accommodation. The reason for the condition is :- To ensure the annex is not separately let or sold as permanent residential accommodation.
5.A register of the persons staying at the Annex accommodation premises and their postal address shall be kept on site and available for inspection by the local planning authority. The reason for the condition is :- To ensure the annex is not used as permanent residential accommodation.
6.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any amendment revoking or re-enacting that Order) the annex and replacement garage hereby permitted shall not have any other windows or doors inserted into them without first obtaining the express written permission of the Local Planning Authority. The reason for the condition is:- To enable the Local Planning Authority to retain control over any further alterations to the annex and garage in the interests of residential amenity.
7.The upper circular window to the existing garage hereby approved as a conversion to an annex shall be obscure glazed and fixed shut, if its lowest glazed part is below a distance of 1.7m from the finished floor level of the first floor. The reason for the condition is :- In the absence of sectional details the condition is required to ensure residential amenity by privacy for the neighbour.
8.A bird box shall be placed on the converted garage for nesting birds. The type shall be agreed in writing with the Local Planning Authority before installation, and shall be installed to accord with the agreed details, before occupation of the converted annex. The reason for the condition is :- To ensure biodiversity enhancement in accordance with the NERC Act.
9.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in Local Plan part 2 Policy H9 and H10 annexes.
