1.The development shall be carried out in accordance with the application form and the following approved plans: - Site Location Plan - TQRQM21264154529641 - Proposed Block Plan - TQRQM21264154101144 - Design Spec - Proposed Floor and Elevation Plan - Henk: 40.7056, as received by the Local Planning Authority on 21st September 2021. The reason for the condition is:- For the avoidance of doubt.
2.Any classes to be provided within the development hereby permitted shall be provided and undertaken by the occupants residing at the dwelling known as Alderly, 31 Ormesby Road, Hemsby, only. The reason for the condition is :- The development has been assessed as a home-working proposal where the potential highways and amenity impacts are minimised by the limited commercial extent of the proposal. As such the restriction is imposed in the interests of highways safety and neighbouring amenity.
3.(i) The gym hereby approved shall be used for one-to-one classes only, in addition to personal recreation use by the household residing at the dwelling known as Alderly, 31 Ormesby Road, Hemsby. (ii) There shall be no more than one client occupying the gym at any one time, and the use hereby permitted shall operate by prior appointment only. (iii) The applicant shall maintain a log book detailing all client visitors to the site. The log book shall be maintained for the duration of the use and shall be available for officers from the Local Planning Authority to view at any time. The reason for the condition is :- To ensure that the amount of visitors is retained to a suitable level.
4.The one-to-one gym sessions shall be arranged and managed by using an advance-booking appointment system only. Each appointment shall allow at least a 15 minute time period between appointments for the purposes of allowing safe vehicular access to and from the site. The reason for the condition is :- In the interests of highway safety because the access drive only has width for a single vehicle to pass through at any one time.
5.The use shall not operate outside of the following hours:- 08:00 to 20:00 Mondays 08:00 to 20:00 Tuesdays 08:00 to 20:00 Wednesdays 08:00 to 20:00 Thursdays 08:00 to 20:00 Fridays 08:00 to 20:00 Saturdays The use shall not operate on Sundays or Bank Holidays. The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
6.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria set out Core Policy CS06 (part L) of the Adopted Core Strategy and is consistent with emerging policy A1 of the Local Plan Part 2.
7.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
