1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is:- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development (including the materials to be used) shall be carried out in accordance with the application form and approved plans: Existing Plans - 2021/396 01 Proposed Plans - 2021/396 02 received by the Local Planning Authority on 2nd September 2021. The reason for the condition is:- For the avoidance of doubt.
3.No development shall commence until full details have first been submitted to and approved in writing by the Local Planning Authority detailing the measures to be used to maintain and retain the unhindered access, use and capacity of the adjoining Public Right of Way both during construction and operation of the development hereby permitted. The details shall be provided in both written description and drawing form and shall include construction details for a permanent retaining wall structure between the application site and the right of way. The reason for the condition is :- To ensure the continued ability to access and use the public right of way, during all stages of the development, in light of the proximity to the development and the differences in ground levels between the site and the right of way.
4.The extensions to the existing outbuilding hereby approved, as shown on approved plan 2021/396 02, shall only be used for private domestic use in connection with the host dwelling (Gibbett Hill Farm). The reason for this condition is:- The application has not been assessed as an application for any other use, other than domestic use in connection with the adjoining dwelling house.
5.The extension to the existing outbuilding hereby approved, as shown on approved plan 2021/396 02, shall not be used as an annexe in relation to the adjoining dwelling house nor shall it provide overnight sleeping accommodation. The reason for the condition is :- The application has not indicated any form of habitable or sleeping accommodation and the application site does not meet the criteria for being a suitable annex or for use as permanent sleeping accommodation set out in policy H10 of the Local Plan Part 2, nor has the application been appraised against the range of facilities required for such a proposal.
6.The materials to be used in the extensions to the outbuilding shall match those of the existing outbuilding in accordance with the details stated in the application form. The reason for the condition is :- In the interests of the visual amenities of the area.
7.NOTE: The applicant and developer are reminded that before any works commence at the boundary they must make arrangements with the Public Rights of Way team at Norfolk County Council, including confirming a Highways Boundary Plan to establish the location of the eastern boundary in relation to where the outbuilding is both proposed and currently exists. Note - the ownership of the boundary and responsibilities towards the Public Right of Way is not a material planning consideration and this planning permission does not provide, infer nor confer any approval to the use or amendment or management of the public right of way, and it is the applicants / developers responsibility to ensure to confirm arrangements with the Public Rights of Way team.
8.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in saved Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan.
