| 1. | Condition 9 Highway Improvements:
Details of the offsite highway works remain to be agreed with the Highway Authority the condition should not be discharged.
Drawings have been approved and a Small Highway Works Agreement has been issued for the southernmost access Kingsway only. The remainder of the highway works will require a S278 agreement following completion of a formal technical review. The applicant has not yet engaged with the Highway Authority to progress the review and as such, drawings for the off-site highway works are not approved. The Highway Authority is unable to recommend the condition is discharged. |
| 2. | Condition 13 On-site parking details for construction works:
The condition had been fully discharged. Details provided in the CTMP V2 received 6th September 2021 are sufficient. Appendix 1 of the Submitted Construction Traffic Management Plan (CTMP) includes an Indicative Site Management Plan that indicates an area for visitor parking, it does not seem to include parking for construction personnel. It is however noted that the text in CTMP section 5.3.4 requires that "designated areas and compounds will provide adequate area for contractors' parking. It is essential that adequate contractor parking is provided as overspill to the highway would be unacceptable. The provision shall remain in place until completion of construction at the development. |
| 3. | Condition 14 Construction Traffic Management Plan (CTMP)
The condition had been fully discharged. The Construction Traffic Management Plan (CTMP) V2 received by the Local Planning Authority on the 6th September 2021 has been deemed acceptable by the Borough Council . The provision shall remain in place until completion of construction at the development. |
| 4. | Condition 16 Interim Travel Plan:
The details of the interim travel plan remain to be agreed with the Highway Authority the condition cannot be discharged at this time. |
| 5. | Condition 18 Bird, Bat & Swift Boxes details has been fully discharged. The locations of the bird and bat boxes shown on Drg 8164 P51A received by the Local Planning Authority on the 21st July 2022 has been deemed acceptable by the Borough Council . The development should take place in accordance with the approved details. |
| 6. | Condition 19 Surface water drainage scheme has been fully discharged. The details included as follows received by the Local Planning Authority received 25 October 2021 has been deem acceptable by the Borough Council:

| 8. | Condition 25- Boundary treatment details has been fully discharged. The details of boundary treatments shown on Drg No 8164 P51A received by the Local Planning Authority 21st July 2022 has been deemed acceptable by the Borough Council. The development should take place in accordance with the approved details. |
