1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the site location plan, drawing numbers 001 Rev P01 Block Plan, 004 Rev P01 and 007 Rev P01 proposed floor plans, 005 Rev P01 and 006 Rev P01 proposed elevations, received by the Local Planning Authority on 25th August 2021. The external materials shall be: walls- facing brick or timber cladding, roof - EPDM/fibreglass, windows and doors oak PVC. The reason for the condition is :- For the avoidance of doubt.
3.Development shall not commence until a suitable means of protection for the tree root plate of protected tree T14 Oak (TPO_Number No.1 1990) has first been established and installed in accordance with appropriate relevant British Standards and which shall be overseen by a qualified arborist, having regard to the expectations of the protection measures described at the 'Notes' section below. The tree root protection measures shall be retained and maintained during the full course of construction works of the development hereby permitted. The existing protected tree T14 Oak (TPO Number No.1 1990) located at the access to the site shall not be altered, crown-raised, lopped or damaged in any way without the prior consent in writing of the Local Planning Authority. The reason for the condition is:- The existing tree is protected and requires a separate grant of consent from the Local Planning Authority for any works to remove or reduce branches or fell.
4.There shall be no materials storage associated with the development within the spread of tree roots to protected trees T14 (Oak) and T15 (Oak) of (TPO Number No.1 1990) . The reason for the condition is :-The existing trees represent an important visual amenity which the Local Planning Authority consider should be substantially maintained.
5.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in saved Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan.
6.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
7.NOTES - Please read the following notes carefully:- In regard to conditions 3 and 4 "Tree Protection" There are a number of TPO'd trees within close proximity to the planned development however these should not be effected by the proposed extensions due to location. Vehicular access into the site will be across the root plate of T14 Oak (TPO_Number No.1 1990) - this will have to be considered when bringing building materials etc into the site. Methods need to be used to dissipate the weight of vehicles crossing over the trees root plate - to avoid soil compaction or steps taken to remediate this following the works (air spade). There also needs to be a consideration of where materials are to be stored upon site - outside of the Root Protection Area for the trees. These trees will likely have to be crown lifted to allow for taller vehicles to pass underneath the canopy unobstructed; they run the risk of being damaged otherwise. As such you are advised to seek advice from a qualified arborist to make an application for works to protected trees to the Local Planning Authority.
