1.Use of the access to the holiday let would result in an unacceptable amount of noise and disturbance, over and above the existing intrusive level of traffic noise from the A1064, to residents of The Lodge, 4 Hall Farm Cottages and the host dwelling Lilac Cottage itself due to the lack of distance between the access, parking and turning areas, and the dwellings. The resulting disturbances would be harmful to their amenity and compromise the enjoyment of the rear gardens which are the only parts of the properties with existing reduced levels of traffic disturbance. This would be contrary to CS09 F and emerging policy A1, and L2 C which seeks to protect neighbouring and residential amenity.
2.The introduction of the parking and turning areas to accommodate the holiday let would result in the overdevelopment of the plot and would create a cramped form of development. The result of this manifests in an inadequate provision of outdoor amenity space for future of the host dwelling, due to the poor relationship between the dwelling and garden being of particular concern. This overdevelopment of the plot would be contrary to CS09 A, L2 B and HOU17 which seeks to prevent over-development and out-of character sub-divisions.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
