1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans received by the Local Planning Authority on the 16th August 2021: Location Plan - Proposed: T4633 A4 050 Site Plan - Proposed: T4633 A4 051 Elevations: Existing and Proposed: T4633 A4 060 Specification - Proposed Digital 48 LED display: T4633 A4 061 The reason for the condition is:- For the avoidance of doubt.
3.The level of illumination of the illuminated sign shall not at any time during the hours of darkness exceed 300 cd/m². The reason for the condition is: - In the interests of highway safety.
4.The minimum display time for each advertisement shall be 10 seconds and there shall be no special effects (including noise, smell, smoke, animation, flashing, scrolling, intermittent or video elements) of any kind before, during or after the display of any advertisement. The reason for the condition is: - In the interests of highway safety.
5.The interval between successive displays shall be a 2 second (minimum) fade and the complete display screen shall change without visual effects (including swiping or other animated transition methods) between each advertisement. The reason for the condition is: - In the interests of highway safety.
6.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria of saved Policy BNV22 of the Great Yarmouth Borough-Wide Local Plan.
7.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
