1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the revised plans (20031) 300 revision 03 elevations; 500 revision 00 window detail, received by the Local Planning Authority on 6 September 2021, and 200 revision 03 Ground and first floor plan; 201 revision 04 second and third floor plan, 202 revision 02 roof plan, as received by the Local Planning Authority on 15 September 2021. The reason for the condition is :- For the avoidance of doubt.
3.There shall be no occupation of the dwelling within the ground floor of the development hereby permitted until the following details have first been submitted to and approved in writing by the Local Planning Authority: (a) Full details of the acoustic protection methods to be provided to the dwelling's glazing, with noise reduction properties specified therein; and, (b) Full details of the new ground floor bay and window installation, design and proposed ventilation. The work shall be constructed in accordance with the approved plans, which shall be provided and ready for use before occupation commences. The reason for the condition is :- To ensure amenity for future occupants with regard to the noisy urban environment whilst also designing for adequate ventilation.
4.No part of the proposed structure (the bow window, including its foundations) shall overhang or encroach upon highway land and no gate/door/ground floor window shall open outwards over the highway. The reason for the condition is :- In the interests of highway safety.
5.There shall be no occupation of the development hereby permitted until the proposed cycle parking has first been provided and thereafter retained for that purpose. The reason for the condition is :- To ensure the provision of adequate cycle parking that meets the needs of occupiers of the proposed development and in the interests of encouraging the use of sustainable modes of transport.
6.Before work begins, the following details shall be submitted to and approved in writing by the Local Planning Authority: (a) Joinery details for the new rear windows showing enlarged part sections at a scale of not less than 1:2 the profiles in cross section. (b) Internal door details for any retained doors to be upgraded to fire doors and for new doors, showing enlarged part sections at a scale of not less than 1:2 the profiles in cross section. (c) Areas of repair of historic lath and plaster with a specification for the repair, and details of any new suspended ceilings introduced to provide noise and fire separation between the new flats. (c) Details of the existing flooring and for repair of this, or for upgrading to provide sound and fire protection between the flats. (d) Position, type and method of installation of all new services and related fixtures (including rainwater goods, communications and information technology servicing), which shall be specified and agreed with the Local Planning Authority if these installations are to be fixed at any part of the Listed Building and have not been previously included within the application documents. The development shall thereafter be constructed in full accordance with the details as approved. The reason for the condition is:- To ensure that the integrity of the Listed building is protected.

8.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. It is confirmed that this shadow HRA submitted by the applicant has been assessed as being suitable for the Borough Council as competent authority to use as the HRA record for the determination of the planning application, in accordance with the Conservation of Habitats and Species Regulations 2017. In this instance the Borough Council has considered there is no likely significant effect on protected habitats arising solely from the development itself; and the development would contribute to the overall in-combination significant adverse effect identified by the Habitats Regulations Assessment Report for the Local Plan Core Strategy, but this effect can be adequately mitigated by the Habitats Monitoring and Mitigation Strategy; and that Strategy requires a payment of £110 per each additional dwelling towards the monitoring and mitigation provided through that Strategy.
