1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2. | The development shall be carried out in accordance with the following plans received by the Local Planning Authority on 2nd July 2021:

Proposed Elevations 1: HPD 01
Proposed Elevations 2: HPD 02
Floor Plan: HPD 03
Proposed Section: HPD 04
Block Plan: HPD 07

3. | The existing dwelling (as indicated on the block plan HDP 07 received by the Local Planning Authority on the 2nd July 2021) shall be demolished and all associated materials removed from site prior to the commencement of any works on the replacement dwelling.
The reason for the condition is :-
To enable the Local Planning Authority to retain control over the development in the interests of the visual amenities of the locality. |
4. | The dwelling shall be constructed with materials in accordance with the details stated in the application form.
The reason for the condition is :-
In the interests of the visual amenities of the area. |
5. | No occupation of the dwelling hereby permitted shall occur until the proposed on-site car parking area has been laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use.
The reason for the condition is: -
To ensure the permanent availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety. |
6. | No occupation of the dwelling hereby permitted shall occur until a 2.00 metre wide parallel visibility splay (as measured back from the near edge of the adjacent highway carriageway) has been provided across the whole of the site's roadside frontage. The splay(s) shall thereafter be maintained at all times free from any obstruction exceeding 1.00 metres above the level of the adjacent highway carriageway.

7. | In the event that contamination that was not previously identified is found at any time when carrying out the approved development, it must be reported in writing immediately to the Local Planning Authority. All development shall cease and shall not recommence until:
1) a report has been submitted and agreed in writing by the Local Planning Authority which includes results of an investigation and risk assessment together with proposed remediation scheme to deal with the risk identified and
2) the agreed remediation scheme has been carried out and a validation report demonstrating its effectiveness has been approved in writing by the Local Planning Authority.
The reason for the condition is :-
To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors. |
8. | No occupation of the dwelling shall occur until no fewer than 2no. swift terrace boxes have been installed on the northern gable of the approved bungalow. The bird boxes shall remain thereafter in perpetuity.
The reason for the condition is :-
To secure biodiversity enhancements in line with the NPPF. |
9. | Construction work shall not take place outside the following hours:-
08:00 to 18:00 Mondays
08:00 to 18:00 Tuesdays
08:00 to 18:00 Wednesdays
08:00 to 18:00 Thursdays
08:00 to 18:00 Fridays
08:30 to 13:30 Saturdays
and no work shall take place on Sundays or Bank Holidays.
(These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property)

In the interests of the residential amenities of the occupiers of nearby dwellings. |
10. | The existing native hedging on the northern, western and southern boundaries shall not be removed and shall be retained at a minimum of 2 metres in height unless otherwise agreed in writing by the Local Planning Authority.
The reason for the condition is :-
In the interests of the visual amenities of the locality, to retain habitat on site and for protection of neighbouring amenity in accordance with core policies CS09 and CS11. |
11. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal meets the aims of saved policy HOU20. |
12. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
13. | NOTES - Please read the following notes carefully:-
The site will potentially generate a significant amount of dust during the conversion process; therefore, the following measures should be employed: -
- An adequate supply of water shall be available for suppressing dust;
- Mechanical cutting equipment with integral dust suppression should be used;
- There shall be no burning of any materials on site. |
14. | NOTES - Please read the following notes carefully:-
The applicant is reminded that, under the Wildlife and Countryside Act 1981, as amended (section 1), it is an offence to remove, damage or destroy the nest of any wild bird while the nest is in use or being built. Planning consent for a development does not provide a defense against prosecution under this act. While trees and scrub are likely to contain nesting birds between 1st March and 31st August inclusive buildings can also support nesting birds. If works occur during the nesting period a careful check of the building by a competent ecologist should be undertaken to assess the nesting bird activity on the site during this period and has shown it is absolutely certain that nesting birds are not present. |

Occasionally European protected species, such as bats, can be found during the course of the development. In the event that this occurs, it is advised that the developer stops work immediately and seeks the advice of a suitably qualified ecological consultant. |

Whilst the site is not located within the Shoreline Management Plan erosion zones, the developer / owner should be aware of the prospect of longer term coastal change and potential erosion. |
