1.The proposal is considered by the Local Planning Authority to be significantly out of keeping with the prevailing local character of the area due to the proposed materials to be used, which is considered to both cause an adverse impact upon the street scene and be detrimental and unsympathetic to the character of the local area. Therefore, the proposal is considered contrary to BNV18 of the 2001 Local Plan and Policy CS9 of the Great Yarmouth Core Strategy (2015) which seeks to prevent such impacts.
2.The proposal is considered by the Local Planning Authority to create a form of development that, by virtue of its distanced location from the principle dwelling, and the new access created from Stepshort, as opposed to utilising the existing access which fronts Farman Close, and given the proposed scale and mass of the development, would combine to prevent the development from appearing and functioning as an ancillary building to the principle dwelling. Proposals which seek to create a new access to a dwelling, annex or ancillary residential function which would differentiate from the existing access are not supported in principle where they may give rise to residential annex developments that could become intensively used in their own right, which the scale of this building may facilitate. Therefore, the proposal is considered contrary to emerging Policy H10 of the emerging Great Yarmouth Local Plan Part 2 which seeks to prevent such impacts.
3.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
