1.The application site is within an area designated as a Prime Holiday Accommodation area and consequently the proposal to erect a property for permanent residential occupation would be contrary to Saved Policy HOU22 and TR4 from the Borough-Wide Local Plan, the objective of which is to safeguard valuable tourist resources and infrastructure. The proposal would be contrary to this prevailing character not complying with CS01 (A), and CS08. Moreover, by virtue of being located within a Prime Holiday Accommodation area with most properties having restrictive occupancy conditions, during the winter months the dwelling would be one of the few properties inhabited not resulting in a self-contained community as advocated by Core Policy CS02 and would result in the near total reliance on the private car, contrary to CS01 (C) and (E).
2.The application site is located outside the village development limits for Hemsby and seeks the erection of one dwelling; consequently, the application is contrary to saved policy HOU07 from the Borough-Wide Local Plan and Core Policy CS02 (A) and CS01 (C) and (E) from the adopted Core Strategy. Justification has not been given that the proposal should be assessed against saved policy HOU10 from the Borough-Wide Local Plan and furthermore it does not meet the criteria required.
3.By virtue of the limited size of the plot the proposal would result in the over-development of the plot. The result of this would be an inadequate provision of outdoor amenity space for future residents that would unlikely accommodate activities associated with a dwelling of this size. Consequently, the application conflicts with Saved Policy HOU17 from the Borough-Wide Local Plan with respect to the subdivision of the plot and Core Policy CS09 (F) and emerging policy A1 from the draft Local Plan Part 2 with respect to amenity provided for occupants.
