No.Condition Text
.The loss of the barn would result in the loss of local historic and architectural value and would have a detrimental impact on the Conservation Area. The barn provides an important historical layer which contributes to the local architectural distinctiveness of the Conservation Area and its loss would be contrary to Core Policy CS10 and saved policy BNV08 which seeks to prevent the demolition of buildings which are of local importance. Saved policy BNV08 is consistent with Paragraphs 197 A and 203 from the National Planning Policy Framework which seeks to balance the harm to non-designated heritage assets against any public benefits including an expectation to find the most optimal use of a heritage asset building wherever possible.
.No heritage impact assessment has been provided as part of this application to assess the historic significance of the barn and to evidence the impact that its loss would have on the Conservation Area, and suggest whether this would be acceptable. The justification for the demolition of the barn is not considered sufficient to comply with Paragraph 194 from the National Planning Policy Framework.
.The proposed bungalow does not follow the existing footprint of vernacular tradition which will have a further detrimental impact on the character of the area. Therefore, the application does not comply saved policy HOU07(A) or Core Policy CS09(A) which seeks to ensure that development respects the built environment and character of the area, which is reinforced by NPPF paragraph 130(C). It has not been demonstrated that the proposed bungalow would represent an improvement or preserve the character of the area when compared to the current approval for the conversion of the barn into a dwelling.
.The proposal is for the demolition of a barn which dates from the 19th Century which is of traditional brick construction with wooden beams and therefore could potentially support bats. Insufficient information has been provided to demonstrate that the barn does not support bats and therefore the application does not comply with CS11 from the Core Strategy which seeks to protect biodiversity and the natural environment.
.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
