1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is:- Required to be imposed pursuant to Section 18 of the Planning (Listed Building and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the plans, design and heritage statement and obtrusive lighting survey received by the Local Planning Authority on 18 June 2021. The reason for the condition is :- For the avoidance of doubt.
3.Whenever a fixing is required externally, it should be screwed and plugged into mortar joints, and not into the brick or terracotta. Where details have not yet been provided within the submitted documentation, in respect of information to demonstrate the proposed installation fixings and cable routing, these shall be agreed with the Local Planning Authority prior to the commencement of works. The reason for the condition is:- To ensure that the integrity of the Listed building is protected.
4.The existing lighting fixtures indicated in the submitted information as to be removed, shall be removed along with redundant cabling before the installation of the new lighting fixtures. Making good of fixing holes shall be carried out using matching materials or where these were directly into brick or stone, using hydraulic lime mortar, unless the fixing holes are scheduled to be reused by the new fixtures or cabling. The reason for the condition is :- For clarity in conducting the works, both to avoid additional illumination if the old lights were retained and to ensure the minimum harm to the fabric of heritage assets.
5.The historic features and fabric of the listed building should be preserved and protected from any damage throughout the works. Any damaged fabric should be repaired in a like for like manner using relevant matching materials and techniques. The reason for the condition is:- To ensure that regard is paid to protecting the special architectural and historic interest and integrity of the building under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
6.No external lighting shall be installed other than in accordance with the lighting plan as illustrated and described on the submitted plans/design and access statement and shall not cause glare beyond the site boundaries and shall not exceed the strength of illumination described therein. The reason for the condition is: - In the interests of highway safety.
7.During periods of illumination the lighting shall be set in a "Static state" only - that is to say that the intensity of luminaires shall not fluctuate to a pattern, and nor should it strobe, flicker or rotate, and the colour which is set at the beginning of the illumination period shall remain constant for that particular period of illumination. In the case of the "gobo" projectors, the projection shall only be constant when in use and static and different gobos on the wheel shall only be selected when the light is not illuminated. The reason for the condition is :- To maintain the character of the conservation area, the amenity of neighbours and to avoid distraction to road users.
8.The lighting hereby approved shall only be operated from dusk until midnight of the same night, and shall be turned off outside these hours. The reason for the condition is :- To preserve neighbour amenity and dark skies and to reduce the erosion of character of the listed building.
