| 1. | By virtue of the constant source of illumination and frequent and regular changes of display, the proposal would cause unacceptable levels of disruption to the occupants of Plevna Terrace and would be especially noticeable at night and during winter months, amounting to unacceptable detriment to both residential and local visual amenity. Consequently, the application is considered to be contrary to Core Strategy Policy CS09 criteria (F), and saved Local Plan policy BNV22 criteria (A) and (D), which seek to protect residents from factors such as light pollution, and which set out that advertisements should not be unreasonably visually obtrusive. It is considered that the proposed advertisement is both poorly sited and designed, and as such the proposal is also contrary to the expectations of paragraph 136 of the National Planning Policy Framework. |
