1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the following plans received by the Local Planning Authority on 19/05/2021: Location Plan, Existing, Proposed and Site Plans: Drawing no 379-P-001 mk1. The reason for the condition is:- For the avoidance of doubt.
3.The materials used in the development shall match those of the existing building as specified on the application form and, notwithstanding any indication to the alternative, the roofing tiles to be used shall be antique style clay pan tiles, as agreed with the agent. The reason for the condition is :- For the avoidance of doubt.
4.There shall be no occupation or use of the development until details of the addition of swift boxes or sparrow terraces to the dwelling have first been provided in writing to the Local Planning Authority, and installed in accordance with the details as approved. The bird boxes shall thereafter be retained as such. The reason for the condition is :- In accordance with Policy CS11 to provide ecological enhancement.
5.Informative NOTE to applicant: 1. Given the nature and size of this development the following working practices should be adhered to: · No piles of loose sand or other granular materials into which [amphibians or reptiles] could bury themselves should be left around the site. All such materials should be delivered in bags and kept on pallets or hardstanding until required for use; · Should any waste be generated from the development, this should be placed straight into skips or rubble sacks, or immediately removed and not left lying around the site; · No bonfires should be made or lit on site. [Amphibians and/or reptiles] often use piles of timber as a place of refuge; · All trenches should be left covered at night. They must be checked in the morning before they are filled in. · The development footprint and any working areas should be maintained in its current condition by regular mowing to ground level at weekly intervals until construction commences. In addition, if any protected species are identified at any stage during the development, work should immediately cease and a suitably qualified ecologist contacted for further advice Reason: to prevent animals becoming trapped or harmed (this includes hedgehogs).
6.The development hereby permitted shall be carried out incorporating the measures to mitigate the risk from flooding which are set out in the applicant's Flood Risk Assessment including providing electrical sockets at a safe level above the maximum predicted flood level for the area of flood risk. There shall be no occupation or use of the development hereby permitted until confirmation has been provided to and agreed in writing by the Local Planning Authority to demonstrate that the sockets are safe in relation to flood risk. This shall be in the form of a submission of evidence, with regard to the flood risk assessment and identified flood risk levels, to enable demonstration to the satisfaction of the Local Planning Authority. The reason for the condition is :- To ensure that mitigation measures are undertaken as the property is located within an area at risk of flooding.
7.Informative NOTE to applicant: 2. The applicant is reminded that, under the Wildlife and Countryside Act 1981, as amended, it is an offence to remove, damage or destroy the nest of any wild bird while the nest is in use or being built. Planning consent for a development does not provide a defence against prosecution under this act. The nesting bird period is between 1st March and 21st August inclusive.
8.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in saved Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan.
9.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
