| 1. | The erection of a dwelling on this site would lead to an intensification of the density of population in the area and provide an unacceptable provision of outside amenity space for future occupants leading to the over-development of the site, contrary to saved policy HOU17 from the Borough-Wide Local Plan. By virtue of the cramped site, the proposed dwelling would provide insufficient living space for future occupants, contrary to the aims of core policy CS09 F from the adopted Core Strategy which seeks to protect the amenity of existing and future residents. |
| 2. | The proposed roof terrace would provide an uninterrupted line of sight to the rear yard and into the rear windows of nos. 200, 201 and 202 High Street. Due to the proximity of the dwelling to the rear of these properties, this would lead to significantly adverse levels of overlooking, to the detriment of the neighbouring amenity. This is contrary to saved policy HOU07 E from the Borough-Wide Local Plan and core policy CS09 F from the adopted Core Strategy which both seek to protect neighbouring amenity. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
