1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is:- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development (including materials to be used) shall be carried out in accordance with the application form and approved plans drawing references: - Site Location Plan - 190707-01 - Existing Elevations - 003 - Existing Floor Plans - 002 - Proposed Ground Floor Plan - 004 - Proposed First Floor Plan - 005 - Proposed Elevations - 006 - Proposed Elevations - 007 Received by the Local Planning Authority on the 7th March 2021 The development shall also be carried out in accordance with the revised Existing and Proposed Block Plan - 001-RevP02. Received by the Local Planning Authority on the 17th November 2021 The reason for the condition is:- For the avoidance of doubt.
3.The materials shall match those of the existing building in accordance with the details stated in the application form. The reason for the condition is :- In the interests of the visual amenities of the area.
4.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any amendment evoking or re-enacting that Order) the dwelling hereby permitted shall not be further extended in any way without first obtaining the express written permission of the Local Planning Authority. The reason for the condition is:- To enable the Local Planning Authority to retain control over any further extensions to the dwelling in the interests of residential amenity.
5.Prior to the commencement of the use hereby permitted the vehicular access indicated for improvement on Drawing No. 001 Rev. P02 shall be widened to a minimum width of 5.0 metres in accordance with the Norfolk County Council residential access construction specification in accordance with the approved plan. Arrangement shall be made for surface water drainage to be intercepted and disposed of separately so that it does not discharge from or onto the highway carriageway. The reason for the condition is: - To ensure construction of a satisfactory access and to avoid carriage of extraneous material or surface water from or onto the highway interests of highway safety and traffic movements.
6.Prior to the first use of the development hereby permitted the proposed access and on-site car parking area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is: - To ensure the permanent availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety.
7.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in saved Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan.
8.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
9.This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing. It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Advice on this matter can be obtained from the County Council's Highway Design and Development Group. Please contact Stuart French on 01603 638070. If required, street furniture will need to be repositioned at the applicant's expense. Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer.
