1.By virtue of the mass, scale, height, form and footprint of the proposed building, the development is considered to be inappropriate to the immediate vicinity and out of character with the surrounding area. The development has not demonstrated that it can satisfactorily accommodate four dwellings within the site area available, without causing unacceptable impacts on design or detrimental impact to the amenity of neighbouring residents, and as a result the proposal is considered to be overdevelopment of the site. The application is therefore considered contrary to adopted policies CS1(a) and (f) and CS9 of the Core Strategy, policies HOU7 and HOU16 of the Local Plan, and is contrary to the emerging policies A1 and A2 of the final draft Local Plan Part 2 to which significant weight can be afforded in the consideration of the application (in line with paragraph 48 of the National Planning Policy Framework (NPPF)), as well as being contrary to NPPF paragraphs 126 and 130. The public benefit of providing 4 dwellings on previously-developed land is not considered sufficient to outweigh the conflict with the aforementioned policies, and so the application is refused in line with the expectations of paragraphs 47 and 134 of the National Planning Policy Framework.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
