| 1. | The proposal does not incorporate adequate on-site vehicular parking and manoeuvring facilities to the standard required by the Local Planning Authority. The proposal, if permitted, would therefore be likely to lead to an undesirable increase in on-street parking to the detriment of highway safety. Contrary to Core Strategy policies CS09 E and CS16 . |
| 2. | Bedroom 4 is of insufficient size to provide adequate amenity for future residents. The usable floor space is reduced by the door opening which results in a cramped bedroom with an oppressive living environment which is smaller than the size what is deemed necessary for an adult occupant in the supporting text to policy H12; this cramped living environment is exacerbated with an HMO use due to the more intense use of bedrooms associated with this type of accommodation. As such, the application is contrary to the expectations of policies A1 and H12 of the adopted Local Plan Part 2 and CS09 F from the adopted Core Strategy which seek to provide high levels of amenity to future residents. |
| 3. | Policy H12 specifically requires that the number of people proposed to occupy each bedroom be identified and stated in the application in order that on-site amenities can be assessed as adequate as well as assessing parking/servicing requirements under other policies. This has not been provided as part of this application and therefore insufficient information was provided to demonstrate that such parking and amenity concerns listed in the above reasons for refusal would not occur. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
