1.The proposal by virtue of its scale, massing and form would result in the over-development of the plot, contrary to saved policy HOU18 C from the Borough-Wide Local Plan. The extended dwelling would be have a poor relationship with the neighbouring dwelling to the west (no.59) having a dominating effect in the street scene. This would would be out of keeping with the character of the area contrary to saved policy HOU18 A from the Borough-Wide Local Plan and core policy CS09 A/C from the adopted Core Strategy which seeks to ensure that development respects the built environment and promotes positive relationships between buildings.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
