| 1. | The proposal to re-use timber doors which in themselves are in poor condition is a less than optimal solution for what is a highly significant listed building facade in both a Conservation Area and subject to the availability of grant assistance under the Heritage Action Zone. This proposal therefore is considered to conflict with policy CS10, where proposals should be "Conserving and enhancing the significance of the borough's heritage assets" and paragraph 196 of the NPPF where the high quality of the frontage demands a better solution than that being offered. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
