| 1. | The application site is located outside of the development limits of Fleggburgh and is therefore contrary to saved policy HOU10 from the Borough-Wide Local Plan and Core Policy CS01 from the adopted Core Strategy. The addition of a dwelling in this location would have an adverse impact on the character of the area by removing the gaps between dwellings and having an urbanising impact, contrary to CS09 A and G which seeks to ensure development is in keeping with the character of the surround area and to preserve the landscape features and townscape qualities. |
| 2. | This urbanising impact would have an adverse effect on the setting of the Grade II listed building opposite - The Shrubbery - as the natural environment is a significant element which contributes to the significance of the heritage asset. The application would therefore be contrary to Core Policy CS10 from the adopted Core Strategy and Paragraphs 192, 194 and 200 from the National Planning Policy Framework. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
