| 1. | The replacement of timber windows with upvc top hung windows to a listed building within a highly visible part of the conservation area is contrary to policy CS10 of the adopted Great Yarmouth Borough Plan where proposals should preserve or enhance the historic environment and the National Planning Policy Framework paragraphs 191, 192, 193 and 194 where dilapidation should not inform decision making, the building is in current use, it is a significant and prominent building, and no heritage statement has been submitted to justify the works. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
