1.The development hereby permitted shall be retained as constructed in accordance with the revised plans and details received below: - Revised Application Form, received by the Local Planning Authority on 20 April 2021. - Revised Original (Existing) and Proposed (Retrospective) Plans and Elevations, ref: '1345-Retro: Existing and As Built Details', received by the Local Planning Authority on 20 April 2021. - Site Location Plan ref 1345-SL, received by the Local Planning Authority on 05 March 2021, and the materials to be retained in the construction of the external surfaces of the developments shall match the details shown in the revised application form, received by the Local Planning Authority on 20 April 2021. The reason for the condition is:- For the avoidance of doubt and to maintain an acceptable relationship with neighbouring properties, the streetscene and the amenity of future occupiers and neighbouring residents.
2.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development)(England) Order 2015 (or any order revoking and re-enacting the order) no windows or other openings (except those shown on the approved drawing) shall be inserted into the walls or roof of the dwelling without the prior written consent of the Local Planning Authority. The reason for the condition is:- In the interests of protecting the residential amenities of the occupiers of the adjacent properties.
3.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development)(England) Order 2015 (or any order revoking and re-enacting the order) there shall be no installation, construction or provision of any first floor or mezzanine level floor above the area shown as "kitchen/living/dining" space where not already shown on the approved drawing "1345-Retro" received by the Local Planning Authority on 20th April 2021. The reason for the condition is:- In the interests of preventing the ability of persons to stand directly within the first floor window area of the rear elevation, in order to protect the residential amenities of the occupiers of the adjacent properties.
4.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for alterations and extensions to buildings set out in saved Policy BNV18 of the Great Yarmouth Borough-Wide Local Plan and is able to demonstrate compliance with local plan policy HOU18 when subject to appropriate conditions to safeguard the amenity of neighbouring residents to prevent an unacceptable impact on neighbouring amenity.
5.The applicant is advised to note that Great Yarmouth Borough Council issued an Article 4 Direction in 2012 which affects this area, which has removed the permitted development right to change the use of a dwelling from a single household dwelling (use class C3) to a house of multiple occupation for 3-6 persons living independently (use class C4), and therefore any such change must first obtain express planning permission from the Local Planning Authority.
