| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is:-
Required to be imposed pursuant to Section 18 of the Planning (Listed Building and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 2. | The development shall be carried out in accordance with the application form received by the Local Planning Authority on the 25 February 2021 and plans (drawing reference: 17-082 102D and 17-082 103D) received by the Local Planning Authority on 25 February 2021.
The reason for the condition is :- For the avoidance of doubt. |
| 3. | Notwithstanding the approved plans, prior to the commencement of the development hereby approved full details of the proposed windows shall be submitted to and approved by the Local Planning Authority. The details shall include the materials, finish and a profile plan at a scale of 1:20. The development shall be carried out in accordance with the approved details prior to first occupation of the dwelling.
The reason for the condition is :- In the interests of visual amenity and in the interests of being visually sympathetic to the conservation
area and adjacent listed building. |
| 4. | No work shall commence until the exact types and colours of the materials used in all external surfaces have been submitted to and approved by the Local Planning Authority. The development shall be carried out using the agreed materials.
The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted. |
| 5. | No work shall commence on any part of the proposal that involves alteration to points of connection to the fabric of the listed buildings on either side, until written and drawn details of connection points and changes, such as (but not only), the cutting in of flashings or insertion of beams into pockets formed in historic fabric, have been submitted to and agreed in writing by, the Local Planning Authority.
All original external and internal historic features encountered where this property abuts the listed buildings to both sides should be preserved and protected from any damage throughout the works. Any damaged fabric should be repaired in a like for like manner with relevant matching materials and techniques.
The works shall accord to the agreed scheme.
The reason for the condition is:-
To ensure that regard is paid to protecting the special architectural and historic interest and integrity of the building under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990 |
| 6. | All the new external and internal repair works to the retained fabric shall match the existing adjacent historic work with regard to the methods, materials, colour, texture and profile, unless agreed otherwise with the Local Planning Authority. Newly added brickwork should match the quality of the existing and should be laid in lime mortar. Any repointing should also be carried out in matching lime mortar.
The reason for the condition is:-
To ensure that the used materials and finishes are appropriate for the character and appearance of the Listed building. |
| 7. | Before work begins, the position, type and method of installation of all new services and related fixtures (including rainwater goods, communications and information technology servicing), shall be specified and agreed with the Local Planning Authority if these installations are to be fixed at any part of the Listed Building and have not been previously included within the application documents.
The reason for the condition is:-
To ensure that the integrity of the Listed building is protected. |

The proposal meets the criteria outlined in saved policy CS9 and CS10 of the adopted Core Strategy. |
| 9. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
It is confirmed that this shadow HRA submitted by the applicant has been assessed as being suitable for the Borough Council as competent authority to use as the HRA record for the determination of the planning application, in accordance with the Conservation of Habitats and Species Regulations 2017.
In this instance the Borough Council has considered there is no likely significant effect on protected habitats arising solely from the development itself; and the development would contribute to the overall in-combination significant adverse effect identified by the Habitats Regulations Assessment Report for the Local Plan Core Strategy, but this effect can be adequately mitigated by the Habitats Monitoring and Mitigation Strategy; and that Strategy requires a payment of £110 per each additional dwelling towards the monitoring and mitigation provided through that Strategy. |
