1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form and following plans received by the Local Planning Authority on the 19 January 2021: 3021-02 Existing ground floor plans; 3021-02 Existing first floor plans; 3021-03 Existing elevations; 3021-04 Existing elevations; 3021-12 Proposed plans and elevations; 3021-13 - Tree survey and in accordance with the revised plans: 3021-10bc - Location Plan and Site Plan/Block Plan, received by the Local Planning Authority on 06 April 2021. The reason for the condition is :- For the avoidance of doubt.
3.Should tree be retained? No development shall take place until there has been submitted to and approved by the Local Planning Authority a scheme of landscaping, which shall include indications of all existing trees and hedgerows on the land, and details of any to be retained, together with measures for their protection in the course of development. The reason for the condition is:- In the interests of the visual amenities of the locality.
4.All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever, is the sooner, and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. The reason for the condition is:- In the interests of the visual amenities of the locality.
5.The tree planting scheme indicated on drawing no. received by the Local Planning Authority on shall be carried out and the trees and shrubs relating to any plot shall be planted within months of the completion of that plot. All trees or shrubs which dies within 3 years shall be replaced within one year by the applicants or their successors in title. The reason for the condition is:- In the interests of the visual amenities of the locality.
6.The existing trees on the site shall not be felled or damaged in any way without the prior consent in writing of the Local Planning Authority. The reason for the condition is:- The existing trees represent an important visual amenity which the Local Planning Authority consider should be substantially maintained.
7.Before the development is commenced a scheme of planting and landscaping shall be submitted for the approval of the Local Planning Authority and the planting of trees and shrubs shall be carried out in accordance with the scheme as approved within of the approval. Any trees and shrubs so planted which dies within 3 years shall be replaced within one year by the applicants or their successors in title. 8.No work shall commence until details of the exact type and colour of the facing bricks and roof tiles have been submitted to and approved by the Local Planning Authority. The building(s) shall thereafter be constructed using the agreed materials. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of these materials have not been submitted.

10.The Veterinary Practice hereby approved shall not be occupied until works for soundproofing have been carried out in accordance with a schedule to be submitted to and approved by the Local Planning Authority in consultation with the Building Control Officer. The reason for the condition is:- To reduce impact and airborne noise transference between the Veterinary Practice and the adjoining properties, in the interests of the residential amenities of the occupiers of the adjoining property.
11.The veterinary practice shall not be open to the public outside the hours of 09:00 to 18:00 Monday to Friday and 09:00 to 13:00 Saturday, the veterinary practice shall not open Sunday and bank holidays unless there is an emergency. No animals shall be kept or stay onsite outside the public opening hours unless there is an emergency. The reason for the condition is :- In the interests of neighbouring amenities due to noise.
12.Prior to the commencement of the use hereby permitted the vehicular access (indicated for improvement on drawing No 186-P-003 Rev1.) shall be reduced in size in accordance with the Norfolk County Council residential access construction specification. The reason for the condition is :- In the interest of highway safety and traffic movement.
13.No part of the proposed structure (to include fascia board / rainwater goods and guttering) shall overhang or encroach upon highway land and no gate / door / ground floor window if installed shall open outwards over the highway. The reason for the condition is :- In the interests of highway safety.
14.Prior to the commencement of the use hereby permitted the proposed on-site car parking shall be laid out with the 'disabled' and 'flat' only bays being clearly identified for their respective use in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety.
15.The bin storage area shown on the approved plan shall be completed prior to occupation of the Veterinary Practice. The bins shall be stored within this area in perpetuity. The reason for the condition is :- To ensure approrpiate storage of waste and in the interests of the street scene.

17.This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing. It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Advice on this matter can be obtained from the County Council's Highway Development Management and Operations team on 0344 800 8020. If required, street furniture will need to be repositioned at the applicant's expense. Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer.
18.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria
19.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
